Position Overview
The Health, Safety & Environment (HSE) Officer plays a critical frontline role in driving operational compliance, promoting a zero-harm safety culture, and safeguarding workforce well-being. This position is responsible for identifying environmental and operational hazards, enforcing regulatory safety standards, conducting rigorous risk assessments, and leading emergency response protocols across industrial and manufacturing facility operations.
Key Responsibilities
Safety Policy Implementation & Compliance
- Implement, monitor, and enforce comprehensive workplace Health, Safety, and Environmental (HSE) policies, standard operating procedures, and safety frameworks.
- Ensure absolute operational alignment with local, national, and international environmental and occupational safety legislation (e.g., Factories Act, OSHA, ISO 45001, ISO 14001 standards).
- Maintain complete documentation, safety logs, compliance records, inspection reports, and regulatory filings for internal and external auditing.
Risk Assessment & Workplace Audits
- Conduct regular, proactive Job Safety Analyses (JSAs) and hazard evaluations across machinery, operational processes, and plant environments.
- Carry out routine workplace inspections, internal audits, and safety walkthroughs to identify unsafe conditions or non-compliant behaviors.
- Recommend and enforce practical corrective and preventive action plans (CAPAs) to mitigate operational risks and environmental impacts.
Incident Management & Investigation
- Lead immediate response efforts for all workplace incidents, accidents, occupational injuries, and near-misses.
- Conduct root-cause analyses (RCA) for safety breaches and compile detailed incident investigation reports containing actionable recommendations.
- Track the execution of post-incident corrective measures to prevent recurring hazards.
Emergency Preparedness & Training
- Develop, review, and maintain facility emergency response plans, evacuation procedures, fire drills, and disaster management protocols.
- Coordinate and deliver toolbox talks, HSE orientation sessions, and specialized safety training programs for employees, contractors, and site visitors.
- Ensure proper selection, distribution, inspection, and mandatory compliance regarding Personal Protective Equipment (PPE) across all facility units.

Key Performance Indicators (KPIs)
- Incident Metrics: Reduced Total Recordable Incident Rate (TRIR) and high reporting rates for near-miss events.
- Audit Compliance: High percentage resolution rate for identified audit non-conformances and inspection action items within target deadlines.
- Training & Onboarding: 100% safety onboarding compliance for new staff and contractors, along with consistent toolbox talk execution.
- Inspection Frequency: Timely execution of scheduled daily, weekly, and monthly HSE workplace audits.
Requirements & Qualifications
Education & Professional Certifications
Education: Bachelor's degree in Occupational Health & Safety, Environmental Science, or related technical discipline.
Certifications: Professional certification in occupational safety (e.g., NEBOSH International General Certificate, IOSH, OSHA 30-Hour, or ISO 45001 / ISO 14001 Lead Auditor) is highly required.
Experience & Technical Skills
Experience: 2–3+ years of direct experience as an HSE Officer, preferably within manufacturing, processing plants, industrial operations, or heavy logistics sectors.
Regulatory Knowledge: Sound understanding of local industrial health and safety legislation, environmental codes, and global regulatory frameworks.
Technical Competencies: Proficiency in risk assessment methodologies, hazard identification, incident report writing, and industrial hygiene monitoring.

- Clear verbal and written communication skills to deliver effective safety training and write precise technical reports.

Physical & Environmental Exposure: Active work in industrial plant settings, requiring daily use of Personal Protective Equipment (PPE) including hard hats, safety boots, high-visibility gear, and eye/hearing protection.
